| 极地和深海领域为人类发展提供了新的空间和资源，既是国际竞争与博弈的新场域，也是关乎我国安全与发展的战略新疆域。开发利用深海大洋的自然资源，提高在极地领域的实证性存在，对拓展我国深海的合法权益和活动空间，保障我国稳步推进“一带一路”建设至关重要。为此我国应加快科技创新，加强深海勘探和开发能力建设，积极参与北极航道的开发，带动北极航运与油气资源开发的相关产业发展，利用政策机遇期，合理规划南极产业布局，加强科研与产业协同创新，加快深海高技术产业的发展，同时建立健全的法规与政策体系。 |

| Abstract: |
| The polar and deep sea areas provide a new space and resources for human development,which is not only a new field of international competition and game,but also a new strategic area related to China′s security and development.It is very important to exploit the natural resources of the deep ocean and improve the empirical existence in the polar region to expand the legitimate rights and interests of China′s deep sea and the space for activities,and to ensure China′s steady progress in the construction of “ the belt and road initiative”.Therefore,China should speed up scientific and technological innovation,strengthen the capacity building of deep-sea exploration and development,actively participate in the development of Arctic channel,promote the development of related industries of Arctic shipping and hydrocarbon resources development,make use of the policy opportunity period,rationally plan the industrial layout of Antarctica,strengthen the collaborative innovation of scientific research and industries,accelerate the development of deep-sea high-tech industries,and at the same time establish a sound system of laws and policies. |
