| 为夯实海洋金融基础和壮大海洋经济，助力海洋强国建设，文章概述我国海洋金融的内涵、特点和发展模式，基于熵值法和重力模型测算我国30个近海城市的引力，构建多层次的海洋金融中心体系，并提出政策建议。研究结果表明：北京、上海和深圳作为我国三大经济圈的核心，可作为全国性的一级海洋金融中心，承担对下一级海洋金融中心的辐射和集聚任务；根据城市引力的大小，其他样本城市可依次归于二级和三级海洋金融中心，进而明确各城市在海洋金融体系中所扮演的角色；加快推进我国海洋金融中心建设，亟须加强金融指导，实施差异化发展战略，优化发展环境，促进区域协调发展。 |

| In order to consolidate the marine financial foundation,strengthen marine economy,and promote the building of a maritime power,this paper outlined the connotation,characteristics and development mode of marine finance in China.Based on the entropy method and the gravity model,the gravity of 30 coastal cities were measured and a multilevel marine financial center system was built.According to the research conclusion,policy suggestions were put forward.The results showed that Beijing,Shanghai and Shenzhen as the core of China′s 3 economic circles could serve as a national levelI marine financial center and undertook the task of radiating and concentrating the next level.Other sample cities were classified as secondary and tertiary centers according to their gravity,clarifying the role cities playing in the marine financial system.The financial guidance should be strengthened,differentiated development strategies be implemented,the environment for development be improved and coordinated development among regions be promoted to accelerate China′s marine financial center construction. |
