海洋经济共享数据前期处理中的涉海单位底册初筛

摘要:
为提高我国海洋经济监测评估的信息资源共享质量和效率,文章分析底册初筛在海洋经济共享数据前期处理中的必要性和可行性,并提出建议。研究结果表明:在筛除依据充分、存疑单位保留和全面质量控制的原则下,根据海洋及相关产业分类、单位主要业务和专家评审结果,对沿海市、沿海市的非沿海县和非沿海市开展涉海单位底册初筛;经底册初筛,各地入户调查工作量均有所减少,其中沿海市(非沿海县)的初筛占比最高,而非沿海市的初筛数量较高,且抽查的初筛错误率较低;在底册初筛的基础上,应调整行业分类、提高标志认定效率、确认调查对象状态和进一步加强质量控制,完善海洋经济共享数据前期处理工作。

Abstract:
In order to improve the quality and efficiency of information resource sharing in China′s marine economic monitoring and evaluation,the paper analyzed the necessity and feasibility of the preliminary screening of the marine economic data in the preprocessing of the marine economy and tentatively put forward suggestions.Research result showed that under the principle of adequate screening,retention of doubt and comprehensive quality control,according to the classification of marine and related industries,the main business of the unit and the results of expert review,the preliminary screening of the units of the searelated units was carried out.As a result,the workload of household surveys has decreased in all regions,with coastal cities (noncoastal counties) having the highest initial screening rate,noncoastal cities with higher initial screening rates,and lower initial screening error rates.Based on the preliminary screening of elementary data,it should be improved,such as adjusting the industry classification,improving the efficiency of marking identification,confirming the status of the survey participants and further strengthening quality control,to improve the preprocessing of the marine economy sharing data.
