| 在国家倡导低碳经济的背景下，福建省不仅面临着传统能源资源短缺的问题，还亟须改变当前以煤炭为主的能源结构，以减少温室气体的排放。而相比于匮乏的化石燃料，福建省海洋能源储量丰富，海上风能、潮汐能、波浪能、海流能等主要海上能源蕴藏量均居全国前列。积极地发展低碳无碳的海洋能源产业，不仅可以增加能源供给，缓解能源短缺的问题，还能够优化福建能源资源结构。文章以低碳经济为基础，对福建省海洋能源资源储量、海洋能源产业发展的宏观政策背景以及社会经济背景进行分析，认为发展海洋能源产业是解决福建当前能源资源问题的必要手段，并从发展思路、海洋调查与评价、法制体系和政策规划构建、注重开发与环境保护相协调等4个方面为福建省海洋能源产业的发展提出建议。 |

| Currently,Fujian province is not only facing with the shortage of traditional fossil energy,but also in urgent need of energy structure transition to reduce the greenhouse gas emission.Compared to the dilemma of fossil fuels shortage,Fujian has abundant marine energy resources,such as offshore wind energy,tidal energy,wave energy and ocean current energy,which are all at the prior of the country.Therefore,the development of low carbon and carbonfree marine energy industries,could not only increase the energy supply to ease the energy shortage problem,but also optimize the energy resources structure in Fujian.Based on LowCarbon Economy Theory,this paper firstly analyzed the reserves of marine energy resources and also the social,economic as well as policy background of marine energy industry in Fujian province,which clearly showed that developing marine energy industry is the necessary way to solve Fujian’s current energy resources problem.Then,advices,from the perspectives of investigating and evaluating marine energy resources,constructing legal system and policy planning system,strengthening environmental protection,are proposed. |
